David Runge has hands-on experience developing innovative impact investment mechanisms to tackle complex social challenges. As Principal Treasury Analyst in the Social Benefit Bonds Pilot Program at Queensland Treasury, David has played a key role in successfully contracting the first three social benefit bonds in Queensland, which focus on addressing homelessness, reoffending and issues facing Aboriginal and Torres Strait Islander peoples. David led the development of the procurement process and chaired technical negotiations. This meant working with government agencies and service providers to translate commercial terms into operational reality and helping create a market environment for these transactions to occur.

Across more than a decade in government, David has also held roles supporting sector improvement at the Department of the Premier and Cabinet, as well as in strategic policy and program design at the Department of Communities, Child Safety and Disability Services.

The Social Benefit Bonds Pilot Program won the 2017 CIPS Australasian Supply Management Award for Best Cross-Functional Teamwork Project.
