David has a 20 year career in human service delivery and management in not for profits and government. A long standing obsession with measurement has led him to publish research in peer reviewed journals, measuring such things as the social gradient of adult guardianship in South Australia. More recently he has led a project to measure autonomy in decision making for adults with mental incapacity. He has been a keen advocate for social impact bonds, recognising the potential of the investment approach to deliver better outcomes for vulnerable and hard to service client groups. He is thrilled to be able to help develop SIBs and the impact investment market in South Australia, and to be here today to share some of those experiences with us.
