Ms Caruana was appointed to the position of Assistant Commissioner, in January 2011. Prior to this, Ms Caruana held the position of Regional Executive Director. 

Ms Caruana has extensive experience in the justice sector and has been employed in various positions, in both the custodial and community environment. Ms Caruana initiated and developed the Best Practice Framework which targets provisions of services and programs for effective offender management. Ms Caruana has lead major reform agendas to form the new division. This reform included the implementation of service delivery standards targeting resources to offenders who pose the greatest risk to the community. Ms Caruana is also responsible for the development of strategies, policies and frameworks to facilitate an integrated approach to the State’s management of offenders in the community.
